AH. Suddenly, ALL is explained. It was for the Brig, too, wasn't it. And the Brig is really half-Time Lord, given his longevity and lack of death. (I suppose this means Lethbridge-Stewart is really the Doctor's brother. But they don't speak about that sort of thing as it's not polite.)
