I'm listening to the Gallifrey audios again, and this is my conclusion. He's just ... hanging out on the planetoid, snarking at everybody and being his own bitchy self. Except now the Master's out destroying the fabric of everything, and you know, the Doctor's just going to make an even bigger mess. LOOKS LIKE A JOB FOR CO-ORDINATOR NARVIN.
