I thought about this, and it seems to me that the Doctor encounters so many things calling themselves stuff like "the Supreme Intellect" or "the Ruling Intelligence" or whatever that attempting to search his memory for "Great Intelligence" is probably roughly as effective as finding a single specific video by going to google and typing in "porn." I don't think he's forgotten anything; he just couldn't find it right then.
